The Arminians say the payment for all sins of all people must have been paid for the gospel to actually be available to all people.

The biblical gospel ought to and must be preached to as many people as possible if we truly mean it when we say Soli Deo Gloria.
When the center repents and believes, God gives glory by saving because Christ paid the bond. Therefore, it is just. When the center reject the gospel call, God still gets the glory by damning the center because Christ was spurned. This too then, is just.
